What is an Oregon Forward Contractor?
An Oregon Forward Contractor (OFC) is a nonprofit organization that puts Oregonians with disabilities to work. OFC goods and services are mandatory purchases for most Oregon public agencies. At least sixty percent of an OFC's direct labor hours must be performed by people with qualifying, documented disabilities.

The mission of an OFC is to help people with disabilities achieve self-confidence and self-sufficiency by working in their communities. OFCs offer a variety of programs to help people with disabilities achieve maximum economic and personal independence through vocational development.
Who manages this program?
The Oregon Department of Administrative Services (DAS) oversees the Oregon Forward program. DAS approves each OFC and manages the list of goods and services they may sell through the program. Oregon Public Agencies may negotiate purchases directly with OFCs, but DAS must approve the price of all sales.
